delegates_rankings stopped working due to recent WCA database change

Presumably caused by [this change](https://github.com/thewca/worldcubeassociation.org/commit/6d7d3dbc478623d238208eb1b1539319408ae71f), the `delegates_rankings` statistic no longer runs (also causing the overall build to fail).
