Add ability to easily check Drupal coding standards

Would you consider it in scope to include drupal-check or similar to allow for easily checking for Drupal coding standards issues when working on core?

Hmm. My initial thought is yes, but I also have a vague long-term roadmap to try to get this project into core, alongside the other Composer project templates that live there. So with that in mind, I'd rather keep this project fairly slim.

Then there is also the problem of ensuring compatibility with different core versions (as seen in #2).

How about a halfway step of adding a list of recommended utilities to the README?
