I want to make a one moderator only session means that when joining the meeting, I am defining the moderator, and when he leaves the meeting not ending it, the participants see waiting for moderator to join screen

There is no built-in way to do this. You'd need to end the meeting for everyone, and when they rejoin they'd wait for the moderator, since there isn't any.
