Not working with some characters

In my electron app I am attempting to make shortcuts for items that can be in one of two languages, English and Japanese. Making a shortcut in English works fine. However making one in Japanese results in a system error. .lnk files support Japanese names so I am unsure as to why this causes an error. Also part of the .lnk name has user input, which may contain other non-English characters (though there have been no reported cases of this so far)
