chore: switch to webui.ipfs.tech

This PR removes use of .io domains and finishes migration to .tech. Wider context why we moved websites away from .io in: https://github.com/protocol/bifrost-infra/issues/2018

Below things need to happen before merging:

  • [ ] TLS setup from https://github.com/ipshipyard/waterworks-infra/issues/102 has to be set up first
  • [ ] update canononical link header added in https://github.com/ipfs/ipfs-webui/pull/2168 to .tech
  • [ ] Merge and ship https://github.com/ipfs/ipfs-companion/pull/1320
