Implement trustless and verified HTTP retrieval

This is a placeholder issue to support trustless and verified HTTP retrieval of migrations.

It was already implemented in https://github.com/ipfs/kubo/pull/10324/, remaining work is to backport that work to this repo, so the standalone fs-repo-migrations binary does the same.
