Detect when someone stops using IPFS

Another tricky one, also an event that doesn't happen very often, but if we can spot it is very valuable.

One approach is to watch for when package.json files and go.mod files are updated that remove ipfs as a dependency.

We can also watch for issues, pull requests and commit messages that mention "ipfs" and flag for review.
