Cannot compile on non-AMX host

If I compile the binary on an AMX host and copy it to a non-AMX host it shows that the non-AMX host does not have AMX (correct).

However, if I try to compile on a host without AMX the compilation fails. I’d expect to get a compiled binary that, when run, would show that the host does not have AMX.
