Slack notifications do not account for unwatched/ignored repositories

Describe the bug Scheduled reminders will ping me (via a team review request) even when I have muted/ignored a repository entirely.

To Reproduce Steps to reproduce the behavior:

  1. Settings: image
  2. Ignore a repository image
  3. Create a PR and request review with a team you are in
  4. Notification shows up in Slack

Expected behavior Should not be notified because I've ignored the repository entirely.

I'm not getting emails or GH notifications, so I shouldn't get Slack notifications either (in scheduled reminders or real-time alerts).

@tonglil Currently the muted/ignored on a repository is decoupled with the slack app notifications. I will mark this as a feature request as put it in our backlog. Thanks.

Thanks @sanjeev9160, this is of a lot of interest to reduce noise with this feature.

I think something that's missing is a toggle for being notified of drafts or not. Drafts can often live for a long time, and I don't really need to be reminded of a draft in the scheduled reminders.
