Incorrect TypeScript Type for `oldProps` in CustomComponent#applyProps

This is correctly, on initial render it doesn't have any old props on it.. we might set the type to something like `Readonly | undefined`?

Can't find 'action.yml', 'action.yaml' or 'Dockerfile' under '/data/workflow_dir/_actions/actions/checkout/v2.4.0'.
