Support groups, either defined within .pull-review or linked to GitHub groups

Hi @imsky, maybe do you have an estimated date to have this feature, especially with Github groups because my team change a lot and on each change, I have to update the file per project instead of only modify the on single group

this should also support "virtual" groups, e.g. "@exampleorg/examplegroup", defined in .pull-review - these can "shadow" existing GitHub groups
