Support URL auto-detection for Connect-* cmdlets

When the current directory in a PowerShell session is part of a Git repository, Connect-* cmdlets should support an "auto-detect mode" where the URL (either Server or Collection arguments) can be omitted and read from the currently configured remote, similarly to what az devops does.
