`network chain init` use `AccountBalance` by default for self delegation when defined

The coordinator can set for a testnet an AccountBalance value for chain. A balance automatically set for all account requesting a balance for the testnet.

When set, we should use this value for the init command for the self-delegation, which make the workflow of commands for chain launch as simple as possible
