Please add the latest version of libraries for Windows

Please add the latest version of libraries for Windows (TS version) for all supported PHP versions. Currently, version 1.8.0 is the latest available for download in the PECL repository.

It's missing because of the windows build server problem https://externals.io/message/117494.

You can try to build it by yourself https://www.iceframework.org/doc/introduction/windows

Maybe we could build it by github actions https://github.com/jb-lopez/php-extensions-windows/tree/main/.github/workflows
