  • Added Postgres to prerequisites
  • Added info about running the app locally with a database
  • Reordered steps
  • Added callouts to minimize confusion
  • Edited to conform to updated Dev Center writing guidelines

@SandyPantsLai @doriskwan I have just enabled Review Apps for this repository, in case it helps at all (and manually created one for this PR; future PRs will auto-create the review app).
