Add Vector.dev as an open-source log forwarder

Hi, we're big fans of 12-factor and the principles it embodies. This is a simple change that adds Vector as a mentioned open-source log forwarder.

The motivation for this change is that Fluentd is increasingly becoming dated and adding a modern alternative here will help users to adopt best-practice tools for achieving 12-factor.

@raul I'm not sure if you're the right person to ping for this, but is there any chance we could get this reviewed and merged? I'm happy to answer any questions. 😄

We really like the 12 Factor principles, and I think it'd be great if Vector was included. Not only to modernize the docs but to add choice to the forwarders that are mentioned. Fluentd is starting to feel pretty dated nowadays. Thanks!
