[Minor Visual Glitch / Bug] When clicking "Refresh", sometimes the two arrows don't switch color to gray.

Windows version

Windows 11 Enterprise - 22H2 (Build 22621.1848)

Steps to reproduce

1.) Click the refresh button a few times. 2.) The two arrows will sometimes stay green.

Expected behavior

Color of the two arrows should change to grey as it usually does to indicate that a rule refresh is in progress.

Actual behavior

The two arrows stay green instead of changing colors, possibly confusing users.

I explained it in enough detail, everyone knows what an arrow is, and especially since I mentioned that they are green, it should be obvious what was meant:

1.) Click the refresh button a few times.
2.) The two arrows will sometimes stay green.

If this is not enough for you to grasp the issue at hand, then I am sorry to hear that you are so dense.
