Add partition url query to consul API

Description

This adds the partition query parameter to the API docs that allow you to look up nodes and services in a particular partition.

Testing & Reproduction steps

  • In the case of bugs, describe how to replicate
  • If any manual tests were done, document the steps and the conditions to replicate
  • Call out any important/ relevant unit tests, e2e tests or integration tests you have added or are adding

@im2nguyen : Is this PR meant to cover all of the HTTP API endpoints that accept a partition? Or a subset of them?
