Create helm chart for tempo-operator

This is a feature request for a helm-chart for the deployment of the tempo-operator to be added. Most operators provide Helm as an installation method as it simplifies the bundling of all required resources without losing configurability.

Hi, i would like to work on this issue, however i would need some additional info about the structure and location of the chart. Would it live in this same repo?

@suyash-811 Many Grafana components have helm charts, which live in this central helm chart repository: https://github.com/grafana/helm-charts/tree/main/charts

There are already two operators among these charts, so I think the tempo-operator should also be there. Could you open an issue in that repository asking if they're interested in hosting a helm chart for tempo-operator?

We got no response on the above mentioned issue. Any suggestions on how to proceed?
