preemptible_runners should be true by default

Once preemptibles functionality is stablized, need to turn them off by default. Other users shouldn't pay more if they can't find this setting.

I think this is probably the right move, but it's worth noting preemptible experiments behave unintuitively by lasting longer than one might expect. Also, if we turn it on by default we have to take into account local/non-cloud usage where preemptibles can't be used.
