Allow to voteskip music that are currently in the queue

Essentially, it needs to be able to remove music off the queue via voting.

This use case came up when people started to add random videos or non-music to the Fredboat guild's music channel and was unable to remove it until it started playing.

I thought this was already a thing

As far as I know, the voteskip functionality is only available for skipping the music/video that is currently being played. Not the ones in the queue.
