Import only newly added sites from CSV

This should help with #110, will need more work if we want to manage additional site metadata such as tags this way.

*nod* I figured this would be a good place to start changing the workflow. Re: export, would you like me to make a dumpsites.py equivalent for loadsites?

Introduced conflicts via merge of https://github.com/freedomofpress/securethenews/pull/123. @eloquence if you can rebase on top of latest master, we're good to merge—otherwise I'll pull your commit into a separate feature branch and perform the rebase in a superseding PR.
