Standard operating procedures on provisioning remote journalist workstations

Some news organizations are distributed. In these cases, admins are faced with the challenge of either traveling around or deciding how best to remotely provision a journalist workstation. We should provide some recommendations about how to do this. See also related issue freedomofpress/securedrop#1272

We may want to conserve energy and just link to the advisory, given the likely transition to the SecureDrop Workstation, which is much better-suited for distributed use.

The advisory and recent docs addtion in #397 covers the SVS but not the JI, so this is still an issue.
