Reporting this here while documenting TODOs (#724).

From docs/create_admin_account.rst:

.. todo:: Clarify how to set up TOTP/HOTP through ``./manage.py
          add-admin``.

I could see the benefit of this here. Some admins might not be super familiar with TOTP. A screenshot showing a QR code and explaining what that is and what to do would be nice.

Still a valid issue, the "Follow the prompts" in https://docs.securedrop.org/en/stable/create_admin_account.html is indeed a bit terse.
