Percent of Total shows NaN in table view. When Obligated Amount is 0.

Bug In the Spending Explorer under "Governmental Receipts" the "obligated amount" is $0 and the "Percent of Total" is NaN%

To Reproduce Steps to reproduce the behavior:

1. Go to "https://www.usaspending.gov/explorer"
2. Click on "Budget by Function"
3. Switch to table view
4. Scroll down to "Governmental Receipts"
5. Click "Governmental Receipts"
6. Click "Governmental Receipts" again and there are a couple more.

Expected behavior Should show "0%"
