Add instructions in README to build on Windows

arnavb suggested to add some VS commands to the readme but no one ever did so I added them to it.

@lovjs Sorry for not seeing this PR for 5 years 😅

It would be great if someone could include these in the existing GitHub action and see if it passes on Windows. I'll try it out myself when I get some time. Thanks for contributing @lovjs!
