Update signald

The current Dockerfile doesn't work on the latest versions of (lib)purple-signald:

  • The build process has changed to use cmake (https://github.com/hoehermann/purple-signald/commit/3a7cc02ea85bda4e9b1cee9c18b6d701c604c4c5)
  • The plugin has been renamed (https://github.com/hoehermann/purple-signald/commit/d2712014464b8e7aacc83493bff052143cd8a8f1)
  • Also, SUPPORT_EXTERNAL_ATTACHMENTS is no longer necessary (https://github.com/hoehermann/purple-signald/commit/78dc05f82411872580e7adab19f9301d8c5ca7f9)
