Setup Buckets during etcd bootstrap
This PR makes 2 changes:
- Collects all CreateBucket calls and puts them as part of server bootstrap. Now we assume that preexiting backend already has all buckets created and only creates them on empty backend.
- Moves buckets to submodule to avoid import cycles
This PR is part of work on downgrades. We need to have predictable backend bootstrap to make sure that downgrade is safe. .
