[ray]tune will not install.. also running into issues with python version. Numpy can't install.

Now says no module named 'websockets'

probably wrong python version

ray doesn't support python 3.9

try with python3.8.x

Keeps saying no package named 'websockets' and giving me permissions error. Have run as admin and as user (given all permissions). Seems to always be an error. What now?
