EDIT: This has already been implemented, probably a million years ago. I'm using oh-my-zsh and putting `ZSH_AUTOSUGGEST_STRATEGY=(history completion)` into `$ZSH_CUSTOM/zsh-autosuggest-config.zsh` did exactly what we want :)
