CMSIS Pack Manager: would be nice to import packages from local file

If user has a package locally on the disk, would be nice to allow import of the file without a need for a server. E.g. command "Import ..." in Packs view, drop down menu

Liviu, I made a wrong comment to the pull request. The merge fixed ticket #95, but it would be nice to be able to import "*.pack" file using some Import command. So this ticket should not be closed.
