Add button to re-scan installed packs

Description

As discussed in the forum, the Packs plugin from GNU MCU Eclipse is not able to detect packs installed outside its Packs manager, even using the cmsis-pack-eclipse plugin pointing to the same location. As requested by Liviu, I'm creating this suggestion to add a button to re-scan installed packs (so the user doesn't have to delete plugin's cache files). This is related to issue #218.
