migrate package toml-temp to toml

Currently there is the https://code.dlang.org/packages/toml package on DUB which hasn't been updated in 4 years and no longer compiles.

We now also have https://code.dlang.org/packages/toml-temp which is a fork of that package, maintained with patches and improvements.

@Kripth do you still want to maintain your package or would you like to move it to a different package? (currently @o3o has a maintained fork, might be possible to ask them)

I agree, my fork was only temporary waiting for Kripth PR

resolved, moved to https://github.com/dlang-community/toml now
