This is e.g. required to support [XEP-0166](http://xmpp.org/extensions/xep-0166.html) (Jingle), and thus needed for #447. Several other XEPs also use this mechanism to determine what features their peers support.

This link would need to include enough information to get the data from a remoteStorage account, which would then also solve (or at least provide a good basis for) #198.
