Same problem, seems like `actions/setup-python@v5` was trying to generate a cache key from `**/requirements.txt or **/pyproject.tom` but failed, but I'm not sure how the caching mechanism works exactly.

Also `callowayproject/bump-my-version@master`, I managed to fix it by adding an empty `requirements.txt`.
