Knora IRI resolver config

If the IRI should be resolvable like an URL, then the hostname part of the IRI should be configurable, e.g., rdfh.ch, iri.example.com.

After discussing this with @lrosenth, he suggested leaving rdfh.ch as the default value. Also, the Knora IRI resolver deployed at http://rdfh.ch (someday in the future), will only be used for DaSCH projects.

The ARK resolver needs to know which hostname to use. This could be configured per project.
