[Dot Shorthands] Evaluate support for lint `do_not_use_environment`.

Lint needs some updating to handle dot shorthands. This issue tracks that work.

Work needed

The lint should still fire on .hasEnvironment(...) and .fromEnvironment(...).

  • Add tests.
