Remove redirects from chooser

The license chooser URLs for images link to an old URL that has since been redirected. For example, the CC BY-SA 4.0 license icon redirects from https://i.creativecommons.org/l/by-sa/4.0/88x31.png to the current URL, which is https://licensebuttons.net/l/by-sa/4.0/88x31.png.

We should update the chooser to output the new URLs since search engines may penalize URL redirects.

@CapriciousRebel you are welcome to work on this, but we will be launching an updated version of the chooser very soon and this issue will no longer be relevant.

No longer applies: with the 2023-09-27 relaunch of CreativeCommons.org using the new Chooser, individual icons are used instead of the buttons.
