Update scrollbar behavior

The custom scrollbars in PhotoStack are a bit too thin and don't have enough contrast. It might also be worth switching to the new scrollbar-color property in Chromium and test a good fallback in Firefox: https://chromestatus.com/feature/5665308343795712
