Revise and update the TAG charter

Although the original TAG Charter, formed in 2019, provided a solid foundation, it does not fully capture the current state of affairs in 2023. It is my view that revising the charter is necessary to align it with contemporary issues such as Artificial Intelligence, Observability, and GitOps principles.

As such I feel we need agree to spend some time identifying and updating parts of the document.
