Updates to match v09

updates implementation to be compatible with draft v09.

Notes:

• This required to update the info from the test vectors, see https://github.com/cfrg/draft-irtf-cfrg-opaque/pull/396
• Currently, fetching voprf-ts from a branch, but it can be updated once https://github.com/cloudflare/voprf-ts/pull/27 is merged and a new version is published.
