fix ocp4_latest cluster with OCP47 argocd is stuck on old version operator

The verify tasks are failing because openshift-gitops operator version 1.2 can't be install.

From some debugging the operator is fixed on 1.0.1 and it doesn't upgrade when a new subscription in added

@seansund please give me access to the Cluster in IBM Cloud so I can login and see if I can fix it or we just get a new cluster
