Setting up the Jasmine/Velocity test framework

Most testing frameworks I've seen for Meteor are too heavy-weight. I'd like to find a way to test packages as individual units using only tinytest.

It looks like velocity has been accepted as the official testing package for Meteor apps, so it makes sense to use it.
