Fix cmd background on Windows

This is simply the fix from #112 . I can confirm this fixes the behaviour on Windows 10 in Powershell.

@diamondburned Unfortunately it looks like this repo hasn't been updated since 2018. I'm not that invested with Go any more but if anyone forks or takes over this repo it'd be great to get this merged.

@chzyer Do you have any plans to add other maintainers?
