add/list/delete project enrollers from the (internal) project authority.

@adrianbenavides I think you can take over from here and reorganize the code or cli interface if needed.

Rebased to include the latest develop changes and integrate the controller's identity id changes from https://github.com/build-trust/ockam/pull/3200.

I'll leave this PR as a draft until https://github.com/build-trust/ockam/pull/3200 is merged.
