Error when sending mail: "cannot_afford"

Hello, I'm trying to use your whois over post service, and I went to the post office to ship it. However, they declined me and gave me the error "cannot_afford".

What did I do wrong?

Here's my log:

[4:34 PM] Arrived at post office

[4:35 PM] Inquired post office

[4:36 PM] (FATAL) Access denied, code 0 (cannot_afford).
