Add NV scrape

We need a NV warn scraper with PDF scraping functionality similar to FL. See here for NV WARN data: https://detr.nv.gov/Page/WARN

Every PDF prior to 2021 is nicely parseable. 2021 is a low-res image of a table, would need to be OCRed, I believe.

Only 2021 has the potato resolution. Newer stuff is clean.

Have reached out to see if they may be able to replace the low-resolution image-only PDF with something similar to what they have for other years.
