bd CPS: new variable IMPHGC

There are a bunch of education questions after 1997 that I am under-utilizing. Jaeger (2002) gives a detailed mapping of these questions to a continuous variable that I would call IMPHGC.

This continuous variable could be used to look into trends in the educational composition of hours worked, for example.
