[BUG] - Updates to Plugins are not taking on redeploy

Describe the bug Once a team is deployed with a plugin (ex. team-script-launcher), I should be able to edit the image on that plugin and redeploy, having my changes immediately take. But, it appears that it takes 2 (two) consecutive deployments for that change to be recognized.

I suspect it is an issue with the changeset and how it is applied...timing issue?

I am also noticing the same issue with updating policies attached to already deployed teams
