Debian packaging Atomic-Server

@jonassmedegaard is working on packaging Atomic-Server for Debian.

This is quite the challenge, but work is underway. See Issue in debian tracker and repo in debian gitlab.

The debian packaging is the main reason for making versions less tight, see #329 #453 #443

I sure hope Debian packaging is only main, not only, reason for relaxing crate dependency declarations.

If Debian packaging is the only benefactor of relaxing those declarations, then don't bother: I can patch needed flexibility into the Debian package itself.

When I suggest relaxing some dependencies, then it is extra effort for me, and no doubt extra effort for you to implement it. Idea is that others than Debian may benefit from these extra efforts.
